Inspire initiative
Pakistan is gearing up for a major technological leap. Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja has announced that under the government’s INSPIRE initiative, 7,200 young Pakistanis will receive training in advanced semiconductor technologies. The program aims to build a stronger foundation for the country’s hardware and chip-design capabilities—sectors that are becoming increasingly important in the global tech landscape.
As part of the initiative, the government will also establish nine Integrated Circuit (IC) design labs across university clusters nationwide. These labs will serve as training centers and innovation spaces where students and researchers can learn cutting-edge chip-design skills and contribute to Pakistan’s growing tech ecosystem.
Boosting Pakistan’s Chip-Design Future
Minister Shaza Fatima explained that the program is a key step in strengthening Pakistan’s semiconductor workforce and reducing the country’s reliance on foreign technology. She emphasized that the INSPIRE Semiconductor Programme aligns with Prime Minister Shehbaz Sharif’s Digital Pakistan vision, which focuses on promoting innovation, improving digital access, and preparing the country for a high-tech future.
“This initiative will open new doors for our youth and help Pakistan move closer to becoming a competitive player in advanced hardware technologies,” she said.
International Delegation Praises Pakistan’s Efforts
The announcement came during a meeting with a high-level delegation from the Foreign, Commonwealth and Development Office (FCDO) and the GSMA. The delegation included:

- Michael Unwin, Strategic Partnership Lead, Technology & Innovation Unit, FCDO
- Kimberly Brown, Global Head of Mobile for Humanitarian, GSMA
Their discussions covered the growing importance of mobile ecosystems in disaster resilience, digital inclusion, and sustainable development. The minister also shared insights on Pakistan’s startup landscape, innovation potential, and the policies driving digital transformation.
GSMA Highlights Pakistan’s Progress in Digital Inclusion
During the meeting, GSMA representatives gave an overview of their Mobile for Development (M4D) program, which focuses on expanding mobile internet access, improving digital inclusion, and supporting climate resilience through mobile-based solutions. They acknowledged the recent progress Pakistan has made—especially in helping underserved communities gain access to digital tools and services.
The delegation praised Pakistan’s focus on building a more inclusive digital ecosystem, noting that the country is taking meaningful steps toward bridging digital gaps.
Startup Support Initiatives Earn Appreciation
The representatives from FCDO and GSMA also appreciated the government’s efforts to support startups and encourage entrepreneurship. Initiatives like the Bridge Start Programme and the Pakistan Startup Fund were highlighted as strong examples of Pakistan’s commitment to developing a vibrant and sustainable digital economy.
